- Harriett thinks that funding of K-12 education is one of state government's most important investments. Her involvement in education doesn’t end there, though. She is a regular participant in school activities in the five school systems that she represents.

Medicaid Reform
- Harriett's policy paper, "Re-engineering Medicaid" (pdf file), won the 2003 Better Government Competition award from the Pioneer Institute for Public Policy. The paper laid out some of the earliest principles of health care reform.
- Harriett and staff wrote the comprehensive manual "A House Member's Guide to Health Care 2003."

- Housing Policy
- Harriett and her staff authored one town’s affordable housing plan and consulted on several others. The plans provided communities with roadmaps to creating workforce housing and avoiding Chapter 40-B problems.
